"This would support both company and national customers to participate together with the marketplace since it makes it simple to compare tariffs.
"At the minute that is nearly impossible because tariffs are really so complex and providers' never provide their best prices first.
"We support any moves which make it simpler for customers to recognize the top deals but Ofgem's planned TRC isn't the top way forward."
Mr Morgan stated Ofgem meant for the TRC to function within exactly the same manner as financial-services companies use an APR.
"The difficulty is the fact that energy costs are way more complex than that," Mr Morgan stated.
"Moderate energy-use, that's what the TCR relies on, just isn't a great index. We accept Which? that this measure could support low electricity customers, whose use of electricity is less than average, to choose for tariffs that are more expensive than they must pay."
Other modifications this year to be launched by Ofgem have a cap to the amount of tariffs a provider will offer; an end to multitier tariffs; and a prohibition on price increases during fixedterm contracts.
Ofgem claims that the latest system will motivate buyers to look around as just 70% of power customers aren't engaging with the marketplace.
"Which? is misrepresenting the goal of the tariff comparison speed and the way it fits in the complete extent of Ofgem's reform package. The tariff comparison price functions as a prompt to buyers to have a glimpse at comparative bargains," an Ofgem spokesman said.
Mr Morgan agreed because it was the most powerful and cheapest method to keep paying for power to the absolute minimum, that customers needed more encouragement to look around to find the best rates and change suppliers.
He stated the evidence was apparent that clients who switched providers at the conclusion of the fixedterm contract paid less because of their power than those who stayed "dedicated" to the same provider yearon-year.
"Shopping about and changing will help you save cash, that much is obvious," Mr Morgan stated.
"What's unclear for customers is the way to compare tariffs since the power companies make it so hard to perform as such.
